Brian Reyes of San Antonio holds the dual roles of City Councilman in Garden Ridge and Captain within the San Antonio Police Department, bringing over two decades of service to both positions. His career reflects a commitment to public safety, community engagement, and ethical leadership. Through his focus on community-based policing and department morale, he has established himself as a steady presence in public service. He earned a Bachelor’s degree in Psychology from the University of Texas at Austin, followed by a Master’s and Doctorate in Criminal Justice from Texas State University. He is pursuing an MBA at the University of Texas at San Antonio, strengthening his foundation for continued civic contribution.

Throughout his career, Brian has progressed steadily through the ranks of the police department, beginning as a Patrol Officer, advancing to Detective, and then serving as Sergeant, Lieutenant, and now Captain. Alongside his policing career, he has played an active role in local government, serving as a representative for Place 5 on the Garden Ridge City Council. In this capacity, he is involved in budgeting, contract evaluations, and initiatives that support public engagement. His dual focus enables him to draw on both operational knowledge and civic experience to inform local community decisions.

A calmness marks his leadership style and results-driven approach, emphasizing collaboration and accountability. In both city and police department settings, he integrates academic preparation with practical service, aiming to align internal operations with public needs. His ability to manage complex issues has earned him the trust of colleagues and residents alike.

In addition to his public roles, Brian serves as an Adjunct Professor at Texas State University and other institutions across the state, where he teaches courses in criminal justice and leadership. His academic involvement supports the development of future professionals in public safety and governance.

EDUCATION and EARLY CAREER

With an early interest in psychology, he earned his undergraduate degree from the University of Texas at Austin. In 2001, he began his service with the San Antonio Police Department as a Patrol Officer. His dedication to professional growth and public duty was evident as he transitioned into an Investigative Detective role in 2005, working in units focused on Homicide and Property Crimes. His early investigative work helped lay the groundwork for promotions to higher levels of responsibility.

By 2009, he had assumed leadership roles as a Patrol Sergeant and a Lieutenant. From 2016 to 2018, he served as Internal Affairs Commander, overseeing sensitive departmental matters and ensuring adherence to policy. During this time, he completed his PhD in Criminal Justice, reinforcing his expertise and broadening his leadership qualifications within law enforcement and public policy settings.

As a Training Academy Commander, Brian played a key role in officer development, helping implement leadership programming in collaboration with the International Association of Chiefs of Police. Simultaneously, he began sharing his experience with university students, teaching courses focused on management and ethics in criminal justice settings.

CAREER as COMMANDING OFFICER

Brian has served as Commanding Officer in the San Antonio Police Department and the San Antonio Airport Police Department. At the airport, he led operations for a facility handling approximately 10.7 million passengers annually, overseeing patrol units, K9 services, recruitment, and training while coordinating effectively with various law enforcement partners.

Currently, he serves as Patrol Operations Commander, where he manages responses to complex incidents such as officer-involved shootings, hostage situations, barricaded subjects, and major robberies. His extensive background—more than 17 years of command-level experience—guides his approach to managing critical incidents with poise and professionalism.

His leadership is based on service principles, community focus, and internal accountability. He promotes stability, ethical standards, and thoughtful decision-making, whether leading a shift or evaluating departmental practices.

COMMUNITY ADVOCATE

Brian Reyes of San Antonio resides in Garden Ridge with his wife and four children. In May 2024, he was elected to serve on the Garden Ridge City Council, bringing years of executive leadership and a deep understanding of municipal systems. While continuing his service as a Police Captain, he works to ensure local governance reflects the values and needs of the community.

Brian's commitment to community service extends beyond professional obligations. He has contributed as a CYO Baseball and Basketball coach, served on the Little League board, and taken on leadership roles in his church’s Pastoral Council. These activities reflect his long-standing engagement in community development and family life.

Brian was also nominated to contribute to the Presidential Commission on Law Enforcement and the Administration of Justice. His memberships in the American Criminal Justice Association and the Hispanic American Police Command Officers Association reflect his ongoing commitment to professional standards in law enforcement.
